Always read the ALT tags for images. You may occasionally suffer a bad pun. You may also occasionally pick up more information.

It's just Internet Explorer that - when (mis-)configured this way - shows alt content as tooltip. So, while every image should have an alt attribute (for accessibility reasons), it's the title attribute that must be used, if you want to be sure that a tooltip is displayed.
